New Castle Town Hall

The town of New Castle New Hampshire enlisted CTA to develop a preservation strategy and accessibility upgrade for their historic Town Hall. The building was originally constructed in 1897 as a theater; the raised stage platform is still extant on the main floor. An elaborate ballroom with a vaulted ceiling, clad in pressed tin panels, occupies half of the second floor but was unused, as the second floor was accessed by a single grand staircase, which was neither ADA accessible nor did it meet egress requirements. The rear portion of the first floor which had been the original stage, was also not accessible. The building suffered from significant deferred maintenance and antiquated systems, the office spaces and public meeting spaces needed to be replanned, and the town lacked appropriate archive storage for their records. The Town asked CTA to identify historic material and create a preservation plan, create a plan to add an elevator and other accessibility improvements; add conditioned archive storage; upgrade the energy efficiency of the building envelope and add a new HVAC system; restore the historic windows; add bathroom and kitchen facilities; replan the existing building to increase staff and public spaces, and to assist with creating a cost estimate for the project to determine preferred scope of work and budget.
